Little black plastic top hat set of 12 (largest of 3 sizes)

A set of tiny black plastic top hats. Use to make little snowmen! Each little hat measures about 11/16" tall and 1 1/8" wide at the brim (17mm tall x 28mm wide).

The head hole is about 11/16" (17mm)

The last photo shows the 3 top hat sizes available. This is the largest size.
